I'd say that we have plenty of laws and institutions theoretically chartered with not abusing fiat.
Why do you expect the same laws and theoretical institutions/charters to not be violated in the case of a gold standard with certificates?
I strongly suggest you look more closely at the many games the US played prior to Nixon closing the gold window - even from a fully 'legal' basis there are all sorts of ways by which abuse can (and did) occur.
My view is if ultimately we need functioning institutions actually performing according to their charter, as opposed to bankrolling FIRE, frankly it isn't fiat that's the basic problem.
