    Disabled, Blind People to Lose Disability Payments

    California's fiscal future lurched yet another step toward oblivion on Friday as state Controller John Chiang announced he could no longer make payments for services to disabled and blind people who need the money to pay for rent and food.

    Chiang said payments would most likely have to be stopped by Feb. 1.

    "Delaying these payments will hurt real families," Chiang said.

    About one million people would be affected by the non-payments, Chiang said.

    "People are going to be hungry at my house," said Shirley Magers, who receives a $900 monthly payment related to her disabilities. "(This is) not to mention the utilities. Personally I can't pay all the utilities right now."

    Education will be spared from the delayed payments, but California's money meltdown has been long in the making.

    "The last day the state had a positive cash balance was July 12, 2007 -- a year and a half ago," Chiang said.

    Since that time, California has been using internal borrowing to pay the bills. Barring a quick deal at the capitol, taxpayers will likely receive IOUs instead of tax refunds this spring.

    Lawmakers have about two weeks to strike a deal with Gov. Arnold Schwarzenegger or the cash crisis will expand to even more people.

    Thousands of construction projects around the state are shutting down because state bond money has dried up.

    "If it continues for a number of months into next year, it could be 200,000 jobs lost," said State Treasurer Bill Lockyer.

    The board that oversees those projects voted to free up funding on Friday while top legislative leaders joined Schwarzenegger for another round of budget talks.

    I wonder if any of those rich socialist actors will do anything to help the poor in their state now that thsi has happened.

    They always call on the state to come to the aid of everyone with taxpayers money...

      Then the rich actors wouldn't be rich and they couldn't have that, I mean what's the point of being a socialist if your not rich

            Not holding my breath, but the first thing California's must demand is a 20 percent salary cut for all public employees and lawymakers accross the board.

            Singapore cut political salaries 12 to 20 percent across the board.

              I suspect Arnold will use this to get the Fed money he's been after. A few good riots, that kind of thing. This is an old ploy of governments for decades. When budgets get tight, the first thing they cut is police and fire, hoping the resulting mayhem encourages people to cough up more tax money. Something tells me there's still a lot of fat to be cut in the state budget.

                I haven't seen any official looking numbers on where the state budget goes, so I'll repeat this which I saw posted on another forum:

                30% K-12
                28% Health and Human Services
                10% higher ed
                9% Business, transportation, housing assistance.
                9% total cost of just running the government
                7% Dept of corrections
                There is 93% of CA's budget.

                It also looks like, post proposed tax increases and other cuts, the state is close to 10% over budget (down from an initial 50% over budget).

                Assuming that is true, eduction/healthcare/welfare will almost certainly have to take a bit hit as other buckets simply aren't large enough to make up the difference. Either that or other programs will be nickle and dimed, but that would probably take too long to sort out relative to chops in the meatier areas.

                Unfortunately, eduction/healthcare/welfare cuts are going to be nasty fights as these programs typically have a lot of supporters.

                    I was reading it as a 10% drop on top of the two days off. I'm probably reading that wrong though.

                      It appears to be a departmental 10% budget cut and a mandated 2 day a month (9%) wage cut.

                        A while back I read that some Swiss banking giant was going to pay its management bonuses in the "toxic" paper they helped to contribute to this global mess.

                          you USers can explain it to me ... why not the governor?

                          Why is the controller doing this, making this decision & explaining it to the press?

                          Is he a friend of Arnold & is throwing himself on the sword, or is he the proper person for that job in the US?

                          In Canada It would not be a public-service accountant, but probably a minister of finance (elected member of parliament) or the Prime Minister doing this.

                            Chiang is playing some game - I'm not sure what it is.

                            When Schwarzenegger was saying that doomsday was coming and the State of CA would not be able to pay its employees late last year, Chiang was saying there was money and he would ignore the governor's orders if necessary.

                            Now he's completely flipped.

                            I think he's losing it.

                              FWIW, Chiang at 46 years old with no prior history of chest pains or troubles, had what spokesman are calling a "mild heart attack" right around the first of the year.
