Read the wikipedia page on herd immunity. Long story short the higher the R0 the more infections you need to develop herd immunity. What Niel Ferguson is now saying is that the R value is now a lot higher than he had assumed. Roughly in the range of 3 to 4 . I heard "around 2/3rds of the population" quoted, eg 66% but 70% if you like.
