Great find.
A couple of notes:
It is always interesting to me to see how someone of the speaker's generation talks about Soviet aggression, yet lists example after example of blatant disregard of Russian sensitivities: the manned overflights, the 'radar spotting' (like Syria/Turkey), the littering of gigantic camera mounted balloons, the intercept bases in Europe and Iran, etc etc.
To be sure the Soviet Union wasn't pure as the driven snow either, but I do wonder at the relative scale. How many Russian balloons landed in the US? How many Russian planes shot down by US fighters in US territory? etc etc
The second note is that the speaker carefully didn't say anything about the last few generations of Defense related spending in Silicon Valley: the Palantirs, the various social media outcrops/Orange Revolution tech, the GPS/cellular elint and targeting, and so forth. No question private money is big today, but I do wonder if the dynamic of government as a large customer of Silicon Valley has really changed.
