The law won't be enforced. Which French police officer will be suicidal and go to the immigrant ghettos to enforce the ban? As it is, French police rarely venture into the immigrant neighbourhoods in France - as indeed is the case with some other European countries.

I read the book "Gang leader for a day", by that socialogist who was featured in Freakanomics ("Why do drug dealers live with their mothers"). The projects of France sound very much like those of Chicago. Chicago's solution was to begin tearing down the projects so that the segregation, and resulting ghetto-ization would stop. I agree that a ghetto can't be policed from outside.
