    Schwarzenegger seeks to take water bond off ballot

    Gov. Arnold Schwarzenegger on Tuesday urged lawmakers to pull an $11.1 billion water bond off the November ballot after spending much of the last year fighting to get it there.

    The Republican governor had said improving the state's water storage and delivery system was one of his top priorities. He now says the timing is poor and wants to delay the measure until 2012.

    "It's critical that the water bond pass, as it will improve California's economic growth, environmental sustainability and water supply for future generations," the governor said in a statement. "For that reason, I will work with the Legislature to postpone the bond to 2012 and avoid jeopardizing its passage."
    This change-of-heart came quickly following the public disclosure that once the public billions were spent, privatized administration was baked in the cake.

    Lawmakers backing November's $11 billion water bond proposition are seeking to strike a provision that would allow private corporations to own, operate and profit from dams and other water storage projects built with taxpayer dollars, a little-noticed clause that was the subject of a Chronicle report.

    The change, introduced in the Legislature on Thursday, would remove the controversial portion of the bond measure that could open the door for private companies to control newly built dams and profit by selling the water back to Californians. The state historically has retained control of publicly financed dams.

    Lawmakers who voted for a historic package of water bills last fall, which included the bond measure, told The Chronicle in December that they had not noticed the provision in the 26-page bill.
