    It appears Chicago is turning into an armed warzone by these kinds of headlines. Judging by the neighborhoods mentioned, much of this is happening in the black neighborhoods where crime tends to be more common, but also youth unemployment is significantly higher. This may be a sign of the coming stress to hit in the "dog days" of summer.

    Eight people were killed and at least 44 others were shot across the city Friday night into early Monday, including a baby girl who suffered a graze wound to the neck when gunfire erupted at a Near West Side barbecue.

    Those killed included a 28-year-old man found shot in the chest about 3 a.m. Monday in the 7500 block of South Halsted Street near a South Side church, according to Gresham District police. A passing motorist found the man, identified as Credale Woulard, of 7711 S. Ada St., according to the Cook County Medical Examiner's office. He was dressed in women's clothing and was found lying dead on the sidewalk.

    In the South Side Englewood neighborhood, 44-year-old Darryl Dunn was found dead with a gunshot wound to the head in the 7200 block of South Marshfield Avenue at 2:02 a.m. Monday, authorities said.

    About 1:52 a.m. Monday, 25-year-old Larry Johnson of 14003 Park Ave. in Lansing was shot in the 6400 block of South Ingleside Avenue in the South Side Woodlawn neighborhood. He died nearly two hours later at a hospital, police said.

    Durwin Hackman, 20, of 3117 W. 172nd St. in Hazel Crest, was killed in a shooting that also injured two others about 11:10 p.m. in the 700 block of West 111th Street in the Far South Side Roseland neighborhood. The three victims were involved in a verbal altercation over a female when other males began to shoot before fleeing the scene.

    A 19-year-old man was also taken to Christ Hospital with a gunshot wound to his abdomen and he was listed in critical condition, police said. The third victim, a 21-year-old man, was in "stable" condition at Christ Hospital with a gunshot wound to his left arm.

    Three men, two of whom were related, were found fatally shot in the West Side Lawndale neighborhood early Saturday in what police consider gang-related slayings.
    The victims were 25-year-old Waseem Smith, 45-year-old Barry Smith and 28-year-old Leon Smith, according to the medical examiner's office. They were shot just after 3 a.m. in the 2300 block of South Springfield Avenue, police said. Police found two of the men in separate cars and the third lying on the street outside one of the cars.

    A 19-year-old man died Sunday night after being shot in the head Friday night in the 1800 block of West 87th Street, police said. Pierre York of 8647 S. Wood St. was walking down the street with a friend when they were confronted by a gunman, who fled after shooting York, police said.

    In addition to the homicides, at least nine people were shot early Monday, including four men and a baby girl who were injured when gunfire erupted during an outside barbecue on the Near West Side early Monday.

    The shooting happened at 12:11 a.m. at 1334 W. Hastings St, according to a Monroe District police lieutenant. Several people attending the barbecue heard shots fired and "everybody started running," the lieutenant said.

    One shot struck a 1-year-old girl, who suffered a graze wound to the neck. Four men were also shot, police said. One of the victims, a 34-year-old man, was taken to John H. Stroger Jr. Hospital of Cook County in critical condition with a gunshot wound to the abdomen. The other three men suffered injuries that were not believed to be life-threatening.

    On Sunday, at least 10 people were shot, including a 16-year-old girl who was critically wounded when shots rang out during a fight on a South Side street.
    The girl was standing outside at 1251 E. 78th St. at 8:15 p.m. when several fights broke out and one person pulled out a handgun, according to a South Chicago District police captain. The girl was struck in the back and taken to Advocate Christ Medical Center in Oak Lawn in critical condition.

    On an especially violent Saturday, at least 21 people were shot. That included five people injured in four shootings in the West Side Humboldt Park neighborhood, just blocks from the annual Puerto Rican festival.

    Following Friday's violent storms, at least one person was injured in a shooting on the South Side.

    Even as violent murders and beatings make headlines across Chicago, police Supt. Jody Weis said violent crime is down 11 percent in the city and the murder rate so far this year is below the five-year average for the same time period.

    "While the public perception is that violence has increased to unprecedented levels, the facts do not support that conclusion," Weis said today.

    Overall, crime is down 6.9 percent this year, and April marked the 16th consecutive month of lower overall crime in Chicago, according to preliminary crime statistics.

    Weis attributed the decrease in crime to smart policing, sharing more information among federal, state and local police, and building partnerships within communities.

    Homicides and motor vehicle thefts increased this year compared to the same time period last year. Other categories, including criminal sexual assault, robbery, arson and aggravated battery, saw decreases of 5 percent to 20 percent, police said.

    Homicides increased 8 percent from Jan. 1 to April 30, compared with the same time period last year, from 111 to 120 slayings, in part because of a spike of violence in April, Weis said. The numbers include five people killed after James A. Larry, 32, of Madison, Wis., allegedly opened fire on his relatives April 14 in the Marquette Park neighborhood.

    As of May 8, police recorded 127 homicides, which is three more than last year at this time.

    "The majority of the homicides are committed with a gun," Weis said, standing before tables filled with about 30 guns collected during a buy-back on Saturday. "And the one sure way to reduce gun violence is to eliminate the availability of guns."

        Assuming, of course, that the statistics in Chicago are more credible than in, for example, Detroit.

        Detroit police routinely underreport homicides

        Actual '08 total gives city worst rate in nation

        Detroit -- The Detroit Police Department is systematically undercounting homicides, leading to a falsely low murder rate in a city that regularly ranks among the nation's deadliest, a Detroit News review of police and medical examiner records shows.

        The police department incorrectly reclassified 22 of its 368 slayings last year as "justifiable" and did not report them as homicides to the FBI as required by federal guidelines. There were at least 59 such omissions over the past five years, according to incomplete records obtained from the police department through the Freedom of Information Act.

        What is more, records show Detroit police officers killed 10 civilians last year, a five-fold increase from 2007. That makes the Detroit department one of the most deadly in America even as it operates under federal supervision, for among other things, the use of lethal force and the illegal detention of witnesses.

        Adjusting Detroit's number to 368 homicides pushes the city's rate to 40.7 per 100,000 residents, past the previously reported rate of 33.8 and well ahead of Baltimore's 36.9. It makes Detroit once again the Murder Capital of cities with more than 500,000 residents.

                The manipulation of statistics absolutely has a huge bearing on recent 'improvements' in crime.

                Think about it: what is the incentive for the management of any police department to be honest?

                In every conceivable bureaucratic way, a minimization of crime statistics - particularly violent crime - is beneficial.

                Only that ghost honesty stands in this juggernaut's way, and we all know how much impact that has these days.

                    • Chicago Police Supt. Jody Weis said Sunday that citizen complaints against his officers are declining.
                      Weis said complaints were down 12 percent in 2009 from 2008 and that this year's numbers through May are down 7 percent from the pace of a year ago.
                      He attributed the decline to better training and performance evaluations, including a system that gives supervisors instant access to complaints lodged against individual officers.

                    HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA HA....Oh Lord, that was a good one:

                    • “There will be no excuses for our supervisors not knowing the activity of their officers,” Weis said at a news conference at police headquarters, 3510 S. Michigan. He also said lawsuits against the department for alleged mistreatment of suspects are down 60 percent year-to-date through April compared with the same period in 2009.

                    A few questions that media cheerleaders might want to ask J-Fled:

                    • Manpower - up or down since 2008?
                    • Street Officers - up or down since 2008?
                    • Officer Issued Moving Violations - up or down since 2008?
                    • Officer Issued Parking Violations - up or down since 2008?
                    • Arrests - up or down since 2008?
                    • Officer Initiated Streets stops - up or down since 2008?

                    We'll even give the media a hint - choose "down" for every answer and you'll ace the test. The fact of the matter is that fewer citizen contacts result in fewer complaints against officers:
                    1. It has nothing to do with training, most of which is 5-minute videos at roll call;
                    2. it has zero to do with supervisors having "instant access" to complaints against officers since it still has to be investigated and put on paper by supervisors and is all subject to FOP Contract rules and restrictions;
                    3. it certainly doesn't have anything to do with "performance evaluations," none of which mean anything since it just started this year and hasn't even established a baseline for half the Department yet.

                    What is happening is a classic example of a phenomenon called "de-policing." But don't take our word for it. Here's someone who noticed it almost two years ago. Anyone who claims otherwise is full of shit - and that includes all the talking heads down at 35th Street.

                      Despite having the mixed-race president, one of the first reactions to the breakdown of our society will be increasing intolerance of proclivity of those of subsaharan descent to violence. Fleeing to the suburbs is simply no longer an option for the vast majority of the middle class.

                      Whatever will happen, it will be bloody as it has been everywhere in the world.

                        Yup, that's the prevailing narrative we're all supposed to buy in to. Anyone care to explore why this narrative is being so heavily pushed. Or, is the narrative supposed to simply be a foregone conclusion now... kinda like what's been pumped by Russian born Dmitry Orlov?

                        Rajiv brought up Ponerology in an earlier post somewhere. Revisiting that discussion may provide some insight here.

                          San Jose Police Officers' Association President George Beattie on Monday said his union is still planning to talk with the city. "We are hoping to continue to negotiate in an effort to come to some sort of resolution," Beattie said.

                          The police and firefighter unions Monday submitted a counteroffer to the city that included shouldering a slightly higher percentage of their health care and retirement costs. But San Jose officials said the proposal would translate to less than a 4 percent savings — and that the ongoing savings would be less than 1 percent.

                          Mayor Chuck Reed says the only alternative is hundreds of layoffs.
                          Oakland police union leaders ramped up their public-relations war with the city Monday over the possible layoffs of 150 officers, gathering at the site of a recent street shooting to warn that crime could become epidemic if the cuts go through.

                          "This is a dangerous city," Sgt. Dom Arotzarena, president of the Oakland Police Officers Association, said at a news conference at Eighth and Adeline streets in West Oakland, where 43-year-old James Johnson was shot to death June 6. If the City Council cuts officers from the city's 776-member police force, he said, "it could be a lot more dangerous."
