If I were the Chinese government, I would be encouraging the people to buy silver too. As far as they are concerned, this type of commodity hording is good for China in the long run. The best way to build a national stockpile of silver, while helping the people, is to encourage this type of savings. Moreover, they would retain a fair amount of control over the market.

If this takes off, I would expect to see platinum and palladium next. ( Gold is for the Government and will never be encouraged). Later, if the Government wants a precious metal for industry or the military, it would be easy to take. Or, if world prices need to be manipulated there is a lot more real metals to use as a market force (think defense against Wall Street).
