    A major phase of China’s long-anticipated leadership turnover kicked off Saturday, with the appointment of three new chairmen at China’s financial regulatory agencies.

    Guo Shuqing, 55

    Educational Background: Graduate School of the Chinese Academy of Social Sciences Department of Marxism (1988); Oxford University visiting scholar (1987); Tianjin Nankai University Department of Philosophy (1982)

    Recent Comments:
    Sept. 15: At the Summer Davos Forum, Guo said that European and U.S. leaders cannot rely on China for propping up the whole world economy.

    July 8: Addressed five major imbalances in China’s economy, saying that unless there were deep reforms when it comes to property, social security, education and health care, taxation and foreign exchange, these imbalances would otherwise become a “vicious cycle.” The imbalances he specifically referred to were: 1) rural areas lagging behind urban ones in development, 2) services lagging behind manufacturing, 3) the dearth of value-added high-tech manufacturing, 4) the environmental costs of growth, and 5) foreign trade imbalances.

    Shang Fulin, 60

    Educational Background: Beijing Finance and Trade College (1978); Southwestern University of Finance and Economics, Ph.D. (1993)

    Major Achievement: As CSRC Chairman: Shang tenaciously pushed for share reform and oversaw a major stock-market restructuring effort in 2006.

    Xiang Junbo, 54

    Major Achievement: As ABC Chairman and Executive Director: Xiang led the bank when it finished its share-reform process by going public in 2010, raising a combined $22 billion — a world record

    July 18: ... He also called for reforms that would make it easier for banks to issue yuan-denominated bonds, and for them to seek capital overseas.
