There is a constant state of emergency in the United States, read the Congressional Record and you will see it everywhere in the record. The question is why, since nothing seems to explain why we must always be in a "state of emergency."

The U.S. has been in a constant State of Emergency since 1993, under you know who.

My intrepretation is that the President has to be able to do whatever needs to be done in order to maintain confidence in the system.

all of three "emergencies" were economic... 1933, 1970 and 1971...

how long until the next "emergency"? 2009? 2010 at the latest.

Actually, it began with the War of Southern Secession, i.e. The withdrawal of 11 Southern states from the Union in 1860-1861.
