under the rubic of "tobin tax", a tax on financial transactions has been kicked around a long time. i've seen it described as throwing a little sand in the gears of the financial machine to slow it down. i think it's a good idea, say 25bps. it wouldn't take much from small investors or even day traders, but it would prevent the frenzy of hft and similar games.
