I've only had a quick look at it. It does allow some fractional reserve banking but has some funky looking interest earning formula rules to cut down/eliminate? banking usury.

"Fractional Reserve" and "Gold based monetary systems" are oxymorons.

Self clearing debt AKA "real bills" are the only credit system that functions in a gold based monetary system. (if you want the system to serve its intended purpose that is)
